The Tactical Framework for the Third Phase of Operations

The announcement by the official spokesperson of the Sudanese Armed Forces, Brigadier General Nabil Abdullah, regarding the completion of the second phase of military operations against the Rapid Support Forces (RSF), carries significant implications in military terms. This announcement indicates the existence of a multi-phase plan, with the first and second phases now complete, and the transition to a third phase, which may be the final chapter in the ongoing war in Sudan. This article aims to dissect this statement, which encompasses military, security, and political dimensions that might appear somewhat intricate. Let us explore these dynamics through the evolution of the war against the RSF and their domestic and regional backers.

This announcement coincided with a series of notable victories, most prominently the recapture of Jabal Moya, the city of Sennar, the liberation of Al-Jazira State, Al-Zarqa base, and the lifting of the siege on the Signal Corps and the General Command, along with the recovery of the Khartoum Oil Refinery.

On the Ground

The Sudanese Armed Forces have adopted diverse military tactics aimed at absorbing the initial shock, depleting the enemy’s logistical capabilities, and luring them into disadvantageous positions. Additionally, efforts have been focused on neutralizing command and control centers, communication networks, and leadership figures, many of whom received specialized training for urban warfare. The RSF, however, have found themselves embroiled in a losing battle that erupted on April 15, 2023, with their objectives shifting from seizing power to fighting remnants of the former regime, then to restoring democracy, and finally to undermining the sovereignty of Sudan.

The army has relied on phased combat operations, a strategy known in the Sudanese Military Academy as “gradual advancement,” designed to achieve cumulative gains while minimizing human and material losses. This was evident in key operations, including:

1. The liberation of Omdurman, which began with reclaiming the national radio station and uniting forces from Karari with the Engineering Corps.

2. The liberation of Jabal Moya and the expulsion of RSF forces from Sennar.

3. The recapture of the Sugar Factory and Haj Abdullah, paving the way for the liberation of Wad Madani.

4. The convergence of forces from Bahri and Omdurman with the Signal Corps and the General Command, disrupting RSF defenses and weakening their ability to regroup and hold territory.

These operations were preceded by the army crossing into the capital via key bridges, including the Rescue Bridge, White Nile Bridge, and Halfaya Bridge. Furthermore, the deployment of armored units within strategic zones resulted in the recovery of critical positions. The liberation of areas such as the Sultan Towers, Halfaya, and the Ibrahim Malik dormitory complex reshaped the supply chain, enhancing coordination between various army units. The army also effectively utilized special forces for swift operations and urban warfare tactics, dismantling RSF communication and supply networks, leaving them disoriented.

Internally and Externally

The second phase reflected the Sudanese army’s ability to regain the initiative and achieve strategically and morally significant victories, bolstering public confidence in the armed forces as protectors of national sovereignty. On the international front, these operations demonstrated Sudan’s capability to safeguard its vital interests and manage security crises independently of foreign intervention. Conversely, the developments have exposed the RSF’s diminished ability to withstand the advancing Sudanese forces, particularly as supply lines, logistics, and top-tier leadership have been neutralized.

The Third Phase

As the Sudanese Armed Forces enter the third phase, referred to as the “bone-breaking” stage, this phase is expected to mark a decisive turning point in the conflict. It will likely focus on cleansing rural and remote areas, as well as continuing to clear major cities like Khartoum, Omdurman, Bahri, and East Nile of rebellion through tactics like “pivotal engagement” and “deep control.” Ensuring there are no safe havens for RSF remnants will require cutting off external supplies, tightening border control, and intensifying aerial surveillance. Joint forces have already made significant progress in disrupting RSF supply routes in recent days. Targeted operations against field commanders aim to cripple the RSF’s ability to reorganize, while small, efficient military units expand territorial control and maintain constant pressure.

Political Dimensions

The political implications of the next phase are equally critical. Military success will pave the way for a new era of internal political dialogue, creating an opportunity to rebuild a stable political system grounded in national will and participation. Victory will also strengthen Sudan’s ability to attract international support for reconstruction efforts, a key step toward national recovery. Although the recent battlefield shifts suggest an imminent end to the war, the greatest challenge will be ensuring lasting security. This requires the government to adopt a comprehensive national development project that delivers transitional justice and reinforces the rule of law.

These victories send a strong message to regional and international actors backing the RSF: the Sudanese Armed Forces are capable of restoring security and stability. They also bolster Sudan’s standing in regional and international forums. The current approach of the Sudanese Armed Forces in quelling the rebellion reinforces confidence in their leadership, underscoring the real challenge of building political and security institutions capable of safeguarding the country from future threats. Statements by General Abdel Fattah al-Burhan during the General Command meeting, emphasizing a refusal to negotiate with rebels, signal that national sovereignty is non-negotiable and that Khartoum will remain resilient against external ambitions.

The Final Chapter

From the perspective of truth, the Sudanese Armed Forces are poised to write the final chapter of this war. As battlefield victories continue, the likelihood of Sudan regaining stability and its international and regional standing increases. However, national unity and awareness remain the decisive factors in closing this difficult chapter in Sudan’s history.

Wishing you all well and in good health.
